Frost Foundation

A frost foundation prevents the building from "creeping" with the yearly freeze and thaw of the soil below it, which tends to "heave".  In Minnesota, frost foundations are about 5' deep to ensure the footing is below the depth that the ground freezes.  In this case, the top course of block forming the frost foundation will protrude just above the surface of the 3' building pad.  This is so the backhoe guy can backfill the frost foundation trench without getting in the concrete guy's way.
